NCN Chat room experiment

I'm experimenting with some new chat room features for the NCN home page.
I'm still not sure if it will work, or if it will just be annoying.

My idea is that I'd like to give a sense of being in a space with others.
When you go to the home page at:

http://www.newciv.org/

you will see a frame setup with a chat room at the bottom. You can see who
else is there looking at the page at the same time, and you can talk with
them, if you feel like it. As compared to just looking at information and
having no idea who else is around.

When one is looking at any of the public pages one sees the "Front Lobby"
chat room at the bottom. If one logs into the Member Area with one's ID and
password, one sees the "Member Lounge" chat room.

The chat room frame is refreshing by itself every 30 seconds. If one wants
to say something, one clicks on the 'Chat Frame' link, and one can put in a
message.

Many people, myself included, aren't very fond of frames in webpages. And a
setup like this requires a fairly fast computer and connection. Sooo, I
don't know if it will be useful to everybody. Also, it will only work if
one has a fairly recent webbrowser.

One can turn off the frame feature by changing the setting in the form at
the bottom of the main page.

Anyway, take a look if you have a chance and give me some feedback.
