Re: Continued Intentional violation of the Texas Open Records Act (ORA) by the Cameron County District Attorney (DA), the Brownsville, Texas Police Department (BPD) and others.

This request for AG order to parties to comply with the ORA focuses on the crimes committed against SOSBEE and his wife as both SOSBEE and his wife tried to report to BPD on or about November 20, 2015.

The BPD refused to accept the report of the crimes which were reported by two victims: GERAL SOSBEE and his wife. About a month later the BPD ordered Detective Adrian Posada to put something in a file, so Posada wrote a creative but false/misleading report number 1512-2240.

The specific individuals who today refuse to comply with the ORA are: Luis V. Saenz, DA;Adrian Posada, Detective; Sergeant Martinez, BPD; James Paschal, Commander, BPD; Orlando Rodriguez, Chief of Police, BPD; George Delaunay, Investigator, DA; JoAnna Serrato, government position unknown; Janie Carrizales, government position unknown; Rolando Vasquez, BPD Internal Affairs; et.al. names not available.

Recent disclosures from the DA, BPD reflect the following refusals to comply with the ORA:

1) In Delaunay’s email to the fbi, Delaunay refuses to release the contents of the email and admits that GERAL SOSBEE (SOSBEE) is the subject of the message; Delaunay also refuses to release the fbi’s email to Delaunay regarding SOSBEE; Delaunay also refuses to release the contents of all of his meetings with DA, fbi, BPD officers, and any other person on the issue of SOSBEE. Delaunay admits to contact with fbi at ‘ryan.flint@ic.fbi.gov’ on or about January 15, 2016, 4:35PM., as per Janie Carrizales. Given the offenses committed by the BPD and the current cover up by DA (who refuse to meet with the victims in the case at hand) Delaunay is legally and ethically way out of line.

2) Posada continues to withhold his notes (every item) on the issue of his unlawful actions as I have previously documented with the AG and the DA. Note that Posada, upon initial contact with SOSBEE on a separate and unrelated offense, found SOSBEE to be a credible witness of such offense, and Posada advised SOSBEE to wear a body camera; recently, however, in the present case which Posada refused to investigate, he advises SOSBEE to “take the medication” (for paranoia) and that “filing a false police report is a crime”. These statements by Posada reflect the unprofessional and assaultive disposition of Posada toward SOSBEE and his wife in that Posada refused to do his job, engaged in threat by intimidation and other offenses toward SOSBEE and wife, as I have outlines for the past three months.

3) Martinez, who falsely states that “Sosbee is very upset” .

refuses to release his communications with Posada regarding all matters relating to the Posada misrepresentations. Martinez is the same BPD officer who previously (in a separate case) repeatedly violated the ORA. Martinez has never been in contact with SOSBEE on the current case referenced above in AG file #598043. So, he makes the above blatantly false statement for reasons known only to hm.

4) Also, all individuals listed above, or one or more of them, refuse to release the Sheriff’s report filed by SOSBEE (and now in the possession of the BPD and the DA) on the crimes which Posada refused to investigate (the Sheriff’s report may have internal notes, stamps, etc., which I am entitled to see.

5) Paschal promised to send me an email confirming his own investigation of the crimes that I and my wife tried to file with Posada. Paschal’s records, notes and meetings on the issues of SOSBEE are also unlawfully withheld.

6) Vasquez also withholds his notes of his own inquiry on Posada and notes regarding the visit with him by SOSBEE and his wife (a meeting that lasted about a half hour).

7) Chief of Police Rodriguez fails to order his officers at every level to stop covering up the lies and misrepresentations, slander and other offenses being committed by many in the BPD in connection with the SOSBEE reports of crimes against his person, his wife and his property.

8) Some of the reasons why the ORA should be enforced in this case are apparent:

a ) SOSBEE represents himself and his wife in efforts to stop the criminal assaults on himself, his wife and his property by unknown persons who are acting at the direction of either the fbi or some other government entity. All police officers over the past twenty five years have refused to investigate serious crimes (including attempted murder, torture, destruction of my cars, etc) in various cities as set forth in my site at sosbeevfbi.com. The most recent crimes of felony stalking and threats by intimidation were committed yesterday (2-26-16) at the Brownsville, Texas Mall. [link]

b) The law is subverted when police capriciously hide or cover up their own failures or crimes.

c) Public policy requires *transparency from the police for obvious reasons; no less openness is mandated when evidence shows offenses committed by police and covered up by police and DA.

d) “An open government is the cornerstone of a free society.” AG

e) The police have become at times a part of the crime problem when they refuse to accept a report of crimes and then the same police threaten or intimidate the very victims whom the police are charged to aid. If the police are allowed to hide their offenses then no accountability be possible, and the entire society suffers.

This report is at once a summary of our shared predicament and an update on my particular challenges.

Today the fbi in retaliation for my recent success in revealing corruption, ignorance and cowardice in police, DA, et. al., send the same assassin to assault me and my wife as we stroll in the mall. The little sociopath is H/M, 5'4", 130 lbs, 40yrs, brwn/brwn neatly dressed and walks toward me with head facing me with lingering eye contact. He repeats the act, as he often does at the public library and Target store.

Why, I sometimes muse, do the fbi operatives, agents and street thugs seem mostly repulsive in face and demeanor and most often appear as deifinitive mesomorphic types uleashed by fbi to act on base instincts!

Rule of USA by such creatures as I have encountered over the past three decades exploits the citizenry by fraudently enforcing laws for inhumane purposes and not for the goals of advancing human rights, needs and interests. How ever did we arrive at this preposterous scene!

Sadly for this nation, many of us who address this government gone mad are sometimes singled out for discreet extermination.

The Fbi's torture and attempted murder campaign continues against me in full swing as they also enlist local police & other federal cops to threaten me and to (in my face) impugn my sanity.

Thus, one may logically conclude that the enforcers of the USA are evil and their design is macabre; all who conform to the dictates of the police state such as media, all government employees, and the ruling class, etc., contribute to the disintegration of our society, the loss of lives & individual freedoms, and ultimately to the collapse of civilization.

1)* On 1-15-16 DA Investigator George Delaunay confirms that he prejudicially contacted the fbi via email at ‘ryan.flint@ic.fbi.gov’ in reference to GERAL SOSBEE (SOSBEE).

2) On 1-15-16 Joanna Serrato sent the following message to DA Saenz regarding GERAL SOSBEE:
Sergeant Robert Martinez stated that “Sosbee became very upset that Posada was investigating the headlight at Charlie Clark Nissan.” SOSBEE reported the matter to BPD Internal Affairs Officer Rolando Vasquez. Posada was “…uncertain as to whether an offense had actually been committed at all.”

GERAL SOSBEE comments on the above two items as follows:
The records and my statements that I have previously submitted to the Texas AG and others show the following with reference to the Posada caper and items one and two mentioned above:

1) The DA and his investigator, after contacting the fbi, prejudicially and unlawfully refused to allow me and my wife to meet with the DA investigator regarding the offense committed by Detective Adrian Posada.

2) a)The statement by Sergeant Martinez (in item number two above) is patently false in that Martinez never communicated with SOSBEE regarding the Posada failures; so, Martinez falsifies the record when he reports that Sosbee is ‘ very upset.’ Indeed, at no time did Martinez nor Posada make any effort to speak with SOSBEE about the crime that Posada refused to investigate.

b) the statement by Posada that he is ‘ uncertain that an offense had been committed at all’ is an admission of Posada’s initial wrongful failure to accept a police report from SOSBEE and his wife. Posada’s creative report on the CCN service department is a transparent effort to cover up his wrongful actions. He impliedly threatened me and my wife (during the initial meeting in his office on or about 11-20-2015) when he stated that “filing a false police report is a crime’’. Posada also incredibly and with hostility stated to me, “take the medication.” Posada also asked my wife away from my hearing where she met me.

Posada’s report on file now in the BPD is false.

The record shows that Posada made no legitimate investigation of the case, that he paraded about in the Charlie Clark Nissan Dealership (CCN) with his handcuffs protruding, that he intimidated the service manager by asking leading questions as though Posada is an attorney cross examining an hostile witness, that Posada never spoke with the actual mechanic (Marco Gonzalez) whose written statement I provided to the AG and others; that Posada, in his visit to CCN, was intent on trashing my complaint of felony stalking and criminal vandalism of my car probably by fbi operatives; that Posada asked absurd questions of the service department at CCN by stating, “is it possible that a loose wire fell out”, that Posada and Martinez and Vasquez all covered up the unprofessional handling of my legitimate report; that Commander Paschal confirmed in his own inquiry that my report was correct and truthful; that the DA and his investigator, and the BPD officers mentioned herein, together with the very fbi hoodlums who commit a string of serious crimes against my person, slandered me and attempted to prevent any inquiry of the many offenses committed against me, my wife and my property over the past decade in Brownsville and Harlingen,Texas and elsewhere. Police reports are on file with BPD and Harlingen, Texas Police Department, on many crimes against me.

I have asked all authorities to open a public integrity case against Posada and others and I have shown that the fbi interfered with this case, thereby prejudicing all police and the DA against me. All authorities including the State Bar Office of Chief Disciplinary Counsel refuse to address these issues in deference to the thugs of the fbi.

I repeat my request for a public integrity case against the miscreants mentioned herein and I ask that the police records be corrected to include this information on police offenses as I have documented over the past three months.

Commander Paschal also wrongly refused to order a supplement report to the false Posada report.

Police and fbi crimes as SOP

Police and fbi brutality reveal a very macabre, deranged and sick culture.

Systemic brutality and murderous mindset characterize the USA police state today where innocent individuals are routinely attacked or killed by police and fbi (et al). In most cases the police and fbi seek to tag their victim as a potential future misdemeanant, but in actual practice the crimes committed by fbi and company constitute some of the most serious and definitive felonious offenses.

In our society the so-called law enforcement community are a group of thugs, brutalizers and killers who, while trying to create or manufacture a misdemeanant, engage in multiple felonies against their Targets. These felonies often include torture, false imprisonment, forced suicide, beatings, and killings. All the while the media and the public accept the dramas as though the police community is justified in their high crimes.

EG: Often, we hear that a man or woman 'had a weapon, refused to drop it', and that the police/fbi "had" to shoot and kill the suspect. The truth is that no such killings by the fbi/police are justifiable because alternate methods are always available. Killing is a preferred SOP at the fbi and police academies.

Thus, one may reasonably conclude that the real criminals in this country are often cops/fbi who are licensed and free to engage in their unconscionable attacks, while mostly innocent individuals are often locked away or murdered by the presumed protectors and enforcers.

Plausible Deniability Not Credible

The USA and its murderous agencies like fbi,cia,nsa,dod,etc., are accustomed to lying about their crimes against humanity and their routine unconscionable attacks on human beings.

These groups in their deceit often rely on their ability to hide their evil nature behind the curtain of a claim of 'plausible deniability' which the public accepts as sweeping denial of knowledge or responsiblity for heinous and reprehensible crimes.

Deniablity, however, spreads thin when credible testimony, telling photos, dying declarations of vctims, and other overpowering evidence of their cimes spree (such as I and others present) are accepted as inescapable fact globally.

My service to the overthrown regime that pretends to represent the USA and my seven decades
on earth also speak volumes as to my credibility, especially as I have every reason to expose the tyrants as my enemy and as the enemy of mankind.

For more specific data on USA secret, painful and often deadly crimes see the methods used by fbi to torture me via assaults with DEW (directed energy weaponry ), chemicals, biological agents, by doctors and street thugs acting as operatives, etc.

The unspoken program in the USA and other nations:

Purge from society all activists, and specific political and 'unsalvageable' Targets by turning the lives of such persons into 'crime free zones' where, by secret court or executive/administrative order, all offenses committed against him/her for life are by definition not crimes. *No legitimate police report, no investigation, no prosecution is permitted on behalf of the beleaguered Target and no law suit by the Target may obtain. The United States Supreme Court (SCOTUS) establishes laws often in contradiction to human, civil, and (traditional) constitutional rights of the people. Historically, SCOTUS has always ruled in this manner and continues today, on behalf of the fbi/cia/dod/police, to rule against the interest of the majority of the population.
In my case when the SCOTUS denied my pleadings to stop the fbi from the torture of my person and attempts on my life, the court made law and established a macabre public policy that today permeates the * global culture. I am a former fbi intelligence special agent and I am now considered a whistleblower.

The fbi has an extensive harassment, torture and attempted murder program against me.

One type of harassment is the destruction of every computer that I acquire.

A few months ago I received a free T-Mobile Tablet (tab) with a service agreement for two years. I enjoyed the tab, but I experienced many problems with the tab as an apparent result of hacking by the fbi. I tried to report these events, but the T-Mobile representatives could not address my concerns about fbi hacking.

The fbi apparently destroyed three such T-Mobile tablets every time I reported to T-Mobile that the tab quit working. T-Mobile sent me a total of three tabs over time.

In the end, T-Mobile refunded the fee to my account, and I decided that I am not allowed by the fbi to have neither a computer of any kind (except my smart phone), nor a tab.

My question is this:

Is there anyway I could purchase a T-Mobile tab with a complete lifetime warranty, so that I am protected from future problems. Please note that the fbi may be less likely to destroy or incapacitate the tab if I have a full warranty from T-Mobile.
