So the army should evacuate people to higher ground, that ground is going to be wet for a while, they should scout out some high ground and set up tents on the hills. The disease and mosquitoes with malaria will inhabit the low valleys,
this sound like a Katrina scenario, then move helicopters into the high ground camps with supplies. They going to need clean water pronto so lets get the DART fired up and over there. They're going to have to do something to get rid of the sewage as well. Probably holes in the ground downhill rather than the river. Winters coming folks they need some shelter insulated tents. it gets cold in places there. The crops toast so they need some milk products powered milk or canned milk to the most needy. to avoid starvation.

Well they should use some of the climate change funds $10 Billion that was committed to at the Copenhagen accord in late 2009, Some are suggesting that this flooding is directly caused by Global warming and some are suggesting too that the effects will be worse than the 2004 tsunami which killed 250,000 people.
Let me guess it's, the money is bogged down in red tape, or the protocol and place hasn't been set up yet or the checks in the mail to the UN from the various governments that committed to the fund.

The phrase "perception management" is filtering into common use as a synonym for "persuasion." Public relations firms now offer "perception management" as one of their services. Similarly, public officials who are being accused of shading the truth are now frequently charged with engaging in "perception management" when disseminating information to media or to the general public.
Although perception management operations are typically carried out within the international arena between governments, and between governments and citizens, use of perception management techniques have become part of mainstream information management systems in many ways that do not concern military campaigns or government relations with citizenry. Businesses may even contract with other businesses to conduct perception management for them, or they may conduct it in-house with their public relations staff.
Perception management is a term originated by the U. S. military. The U. S. Department of Defense (DOD) gives this definition:
Actions to convey and/or deny selected information and indicators to foreign audiences to influence their emotions, motives, and objective reasoning as well as to intelligence systems and leaders at all levels to influence official estimates, ultimately resulting in foreign behaviors and official actions favorable to the originator's objectives. In various ways, perception management combines truth projection, operations security, cover and deception, and psychological operations.
