This world bound in chains that we live in

Recommend immediate instigation and set up of 24 global climate mitigation centers in each of the 24 time zones with coordination and support form NASA and the International space station to address, study, monitor and combat the situation. With a budget of 100 Billion $ US annually from the G 20 Nations. ASAP. Appoint UN security council to administrate Climate Centers as part of their new security mandate. ie Climate Security
The current industrial age and high human population, 1500 AD + , seems to be implicated as high contributors and correlated to an unprecedented and aberrant global warming premise generating or contributing to current weather and ocean temp instability possibly from excessive CO2 beyond the norm of 350 ppm 2005 AD which is now about 392.04 ppm. 2010 AD and or additional factors and a 1* C rise since the mid 20th century. A possible answer is thus reverting back to a more primitive agricultural state or a compromise post industrial "green" state/society/civilization or more fully, simply getting rid of or banning the cars, energy extravagances and air conditioners which seem to be more of a major contributor to the problem than perhaps the 8 Billion humans per sae a population which should possibly be capped as well at that, as well as limiting max. global energy consumption by humans to about 400 Exajoules or 1 exajoule a day per year, ? A return thus to a more "green" or natural state that might then be more in keeping with the long established Global Environmental and climate relative norm and with the planets "biocapacity."
An introduction to the science and art of perception management.
The phrase "perception management" is filtering into common use as a synonym for "persuasion." Public relations firms now offer "perception management" as one of their services. Similarly, public officials who are being accused of shading the truth are now frequently charged with engaging in "perception management" when disseminating information to media or to the general public.
Although perception management operations are typically carried out within the international arena between governments, and between governments and citizens, use of perception management techniques have become part of mainstream information management systems in many ways that do not concern military campaigns or government relations with citizenry. Businesses may even contract with other businesses to conduct perception management for them, or they may conduct it in-house with their public relations staff.
Perception management is a term originated by the U. S. military. The U. S. Department of Defense (DOD) gives this definition:
Actions to convey and/or deny selected information and indicators to foreign audiences to influence their emotions, motives, and objective reasoning as well as to intelligence systems and leaders at all levels to influence official estimates, ultimately resulting in foreign behaviors and official actions favorable to the originator's objectives. In various ways, perception management combines truth projection, operations security, cover and deception, and psychological operations.
