China’s flexing of its muscles by releasing its first aircraft carrier—indicative of its naval evolution from ‘brown water’ to ‘blue water’ navy—worked to escalate the tensions and insecurities of China’s neighbors particularly ASEAN, Taipeh, and Japan, tensions that have undermined the cooperative ethos already building up among East Asian neighbors. I am a strong believer in ASEAN unity, even as I’m strongly convinced that socio-economic and institutional development of its member nations will be accelerated by many folds should they forge an economic union at the least and a political union at the max. More >

All is well that ends well. Let us hope that this holds true for the territorial conflicts in the South China Sea or ‘West Philippine Sea’. The brewing conflict can erupt into a full-scale war if it remains to linger in hot caldrons of uncertainties, unresolved using diplomatic tools and methods.

EDUCATION TO NARROW DEVELOPMENTAL GAP: ASEAN TAKES LEAD

Human & social capital constitutes the greatest driver to development. No less than the World Bank assessed that 77% of what constitutes development gains comes from human & social capital, which explains why the prosperous economies of the day reached their prosperity and widened their gap with other countries.
Being a social development expert who had long track record of capacity-building engagements, I can very easily point out to enthused parties the full import of education, training, and related capacity-building strategies aimed at shoring up human capital (individual competencies) and social capital (trust and institutional capabilities). I have witnessed how many poor folks graduate to better living through intensive trainings, workshops, seminars, and the likes.
Of course, being a university mentor for long, I was also witness to how former students coming from very poor families ended up as high achievers in their professions. I wish to site, for instance, Jericho Go, alumni of my former social science department, who once lived in the ghetto neighborhood of southern Manila, rise to top echelon in realty firms (Vice President at age 25…he’s senior VP today in a big dynamic realty company).
Manila today is the among the wealthiest megacities in the world, thanks to the very high concentration of competent and empowered individuals and groups (including civil society) in the city. Singapore, Jakarta, Kuala Lumpur, and Bangkok hold parallel prestige and power, thanks to their high concentration of well educated professionals and business leaders. Such experiences must gravitate to less developed areas in Asia as a way of closing the gap between rich and poor.

Education to Play a Central Role in Narrowing Development Gap: East Asia Summit Education Ministers Meet Informally in Bali

Education has a significant role to play in realising the objectives of the East Asia Summit, particularly in helping to build productive lives, the eradication of poverty, and the narrowing of the development gap in East Asia, said the Secretary-General of Asean, Dr Surin Pitsuwan.
He said that during an informal meeting with the Education Ministers from the East Asia Summit, which will be held in Bali later this week.
"Cooperation in education contributes both to the goals of ASEAN and the EAS. It will allow us to develop quality human capital and the next generation of leaders, contributing to more equitable development among the EAS countries. This will enhance our ability to compete in an increasingly competitive world," he said.
The timing for the initiative could not have come at a better time, with the region posting robust growth, and boasting of an upbeat outlook. Moreover, the EAS countries are home to almost half of the world's population, making the EAS a significant platform for dialogue and cooperation.
"We will need strong commitment to implement these objectives. We will need to invest in efforts and resources to develop our human capital. Regional cooperation in the ASEAN, ASEAN Plus Three, and the EAS platforms are well poised to achieve our goals," he said, urging the ministers to "leverage on these platforms to create opportunities for collaboration. For example, the EAS could exchange best practices and strategies on education which have worked in our countries, without reinventing the wheel."
ASEAN has a 5-year Work Plan on Education (2010 - 2015), which has a strong focus on enhancing the quality of education and improving access to education. The Work Plan represents ASEAN's aspiration to promote educational cooperation to (1) narrow development gaps (2) prepare the youth for regional leadership and (3) enhance the competitiveness of its people.
Similarly, the ASEAN Plus Three Educational Cooperation framework is currently finalising the ASEAN Plus Three Plan of Action on Education.
This is the first informal meeting among the Education Ministers, and more meetings are expected.

ASEAN ACTION ON TERRITORIAL DISPUTES

Good day from the Pearl of the Orient!
ASEAN has actively taken action in building peace and solidarity in the region. A gladdening fact, as the region is priming for greater roles as an emerging economic power.
The dispute between China and some ASEAN members regarding territorial overlaps in the South China Sea has generated various reactions, with China receiving flaks from diverse quarters. This is understandable, though in no way should this morph into senseless carnage of wars that could only lay waste to the prosperity visions of the great leaders and patriots of the region.
Below is an update news from the ASEAN headquarters about the concrete steps undertaken to build a zone of peace & prosperity in the foreseeable future. I salute the ASEAN leaders and experts in their prudent actions on the seemingly intractable territorial disputes.

Initiatives on South China Sea, Conflict Resolution and Peacekeeping Cooperation, People Engagement, Among Many Issues Noted in Comprehensive ASEAN Joint Communiqué

ASEAN will seek to finalise the Guidelines on the Implementation of the Declaration on the Conduct of Parties in the South China Sea.
In its Joint Communiqué, ASEAN stressed the importance of maintaining peace and stability in the South China Sea, and the continued exercise of self-restraint by all parties concerned, and the promotion of confidence building measures in the area.
"In this regard, we look forward to the finalisation of the Guidelines at the upcoming ASEAN-China Senior Officials Meeting (SOM) on the Implementation of the DOC," it said.
The Communiqué also noted with appreciation, the proposal of the Philippines on a Zone of Peace, Freedom, Friendship and Cooperation, and tasked the ASEAN SOM - wth the assistance of maritime legal experts - to study the proposal.
The statement also "welcome the offer of the Philippines to host maritime legal experts meeting in 2011, report to the SOM, and make recommendations to the Foreign Ministers prior to the 19th ASEAN Summit."
Disputes over overlapping claims made the news again in recent months, with several claimant states accusing each other of intrusion. But at the same time, the claimant states also voiced support for peaceful resolution of their disputes through dialogue.
The Communiqué also welcome the establishment of the ASEAN Institute for Peace and Reconciliation (AIPR).
"We emphasised the importance of enhancing cooperation in capacity-building in the areas of conflict prevention, conflict management, conflict resolution, peacekeeping and post-conflict peace building, including demining activities, in order to strengthen the vital role of ASEAN Member States in supporting effective efforts in the maintenance of regional peace and security," it said.
In another development, the AMM also welcome the progress of the ASEAN Inter-governmental Commission on Human Rights (AICHR) in the promotion and protection of human rights in the region in accordance with the ASEAN Charter, and Terms of Reference of AICHR.
The Communiqué also welcome the commencement of the drafting of an ASEAN Human Rights Declaration, and took note of the annual report of AICHR.
To support ASEAN's increasing engagements with foreign partners, and to enhance its support for ASEAN's integration, the AMM further reiterated their support for the strengthening of the ASEAN Secretariat, "and agreed to undertake a comprehensive review by the Secretary-General of ASEAN, in collaboration with the Committee of Permanent Representatives to ASEAN (CPR) with a view towards reporting to the 19th ASEAN Summit, through the ASEAN Coordinating Council".
