I wonder if its a anomily caused perhaps by the Tsunami of 2004. Apparently the Tsunami affected the rotation of the Earth by a small degree. I wonder if that causes such. At any rate we have a leap second extra to 2005. The U.S. Naval Observatory says a leap second will be inserted in the world's clocks just before midnight Greenwich mean time on New Year's Eve. That means 7 p.m. Eastern time on Dec. 31 will occur one second later than it would have otherwise. Leap seconds aren't designed to delay partygoers from pouring the bubbly. They are used to synchronize precise atomic clocks with the more variable rotation of the Earth. Although the Earth's rotation with respect to the sun has been used since ancient times to know the time of day, it is not like clockwork, and can speed up or slow down by a few thousandths of a second a day. This will be the 23rd leap second that has been inserted since 1972. The last one was inserted seven years ago.
