Environmental Impact Statement (EIS) for

U.S. Coast Guard Pacific Area Operations in Districts 11 and 13

ALAMEDA, Calif. -- The U.S. Coast Guard Pacific Area here today announced the availability of the draft Environmental Impact Statement for Coast Guard operations in District 11 (California) and District 13 (Oregon and Washington).

Pursuant to the National Environmental Policy Act of 1969, the Coast Guard has prepared the draft EIS to identify and assess potential impacts associated with possible changes to its operations in these areas.

The analysis presented in the draft EIS assists in the process of deciding the appropriate methods the Coast Guard should use to improve the protection and conservation of Marine Protected Species and Marine Protected Areas while continuing to perform its missions within Districts 11 and 13. It focuses on the environmental impacts of routine Coast Guard vessel and aircraft operations on MPS and MPAs when engaged in the following missions and activities: law enforcement, national security, search and rescue, aids to navigation, and oil pollution and vessel grounding response. The Proposed Action would serve to enhance the Coast Guard's marine resource protection mission without compromising its ability to perform other missions.

"The Coast Guard has a robust living marine enforcement and protected species conservation program, enforcing the Endangered Species Act, Marine Mammal Protection Act, National Marine Sanctuaries Act, and other pertinent environmental regulations," said Vice Adm. David Pekoske, Commander of Coast Guard Pacific Area. "We respond to entangled marine mammals and sea turtles and assist in transporting rehabilitated wildlife back to their natural habitat. We also provide opportunistic platforms for research and participate in regional multi-agency working groups, recovery teams and task forces to assist in developing effective management schemes."

While the draft EIS evaluates the Coast Guard's current efforts, it also considers various additional protection measures including revisions to vessel and aircraft speed and approach guidance, development of a regionally focused marine protected species awareness module to enhance personnel training, and strengthening and leveraging partnerships via collaborative outreach campaigns.

The Coast Guard is seeking public comment relating to the draft EIS. It is great to see you taking an active part in writing to these ... people!? ...who think themselves capable of governing such as we. Matters not to me if we be in the SOuth, North, East, or presumed West of one another. A sphere is a sphere with an infinite possibility for stabilization points to meet.

We gathered our minds together and thought ... them ... out of their seats of power. Letting the dark - overlords - know that this is just the beginning of the end for them. And ... it is.

I guess much of what I am has to do with traveling half a world away at the tender age of 18 in 1976 to go to a far out college with a first of its kind course.
It was not so much the college thus perhaps but the finding out that the world that I knew was not the world as it was. The State or province I grew up in not being the center of the universe was a real eye opener for young me because it thus raised endless possibilities. Well if the world I knew was not the world as it was then was the world as it was really the world as it was? Deep questions for one so young but broached none the less and then the real learning and questioning of life begins with no real school or college but life it self to met and meet the answers. Many questions perhaps remain yes endless questions but learning and understanding and the search for truth and reality thus begin in earnest. One can no longer be so sure of their sure ways and truths.

Christian Weller, senior fellow at the Center for American Progress, says that the United States has "developed an unsustainable economic model ... running an economy essentially by crossing our fingers ... hoping that consumers will keep paying their bills." Weller noted that credit debt statistics show that consumers who have been unable to tap into their home equity during the real estate bubble are now tapping into credit cards, but that they are also reaching the point where they simply can't keep going deeper into debt to spend the economy out of its doldrums. Also: Lincoln Financial survey indicates stimulus not likely to invigorate economy.

whole worlds 'economy,' swanny, is based on an illusion, a lie. When you get a loan it creates money. Out of thin air they invent it and charge 'interest' on it that can never be paid thus they create a debt based economy wherein nothing ever gets paid but the debt is only discharged yet remains. This way they can gobble up whole nation's real equity which is land, minerals, people, etc., without having invested a thing except your promise to pay and on that they base their system of usury which is condemned by all religions on Earth. An endless cycle of debt thus leading to war and famine and every other social ill imaginable. Ming, in his lates article, has a link to a very good article describing the whole putrid process. That is what you see falling not the real economy... Those who made and support the present world banking system are the worst humanity, if they are human, has to offer. Vile and repugnant men and women who thrive on the misery of others, and indeed, create it. The end of their reign on earth draws nigh. So they are murdering and maiming as many as possible in their futile attempt to maintain...

Earth core itself will vanquish these pathetic creatures in order that all humanity might breath free air once more and establish balanced systems in consonance with nature...

Its a bad system but its the best one weve got
the alternative is the caves and Im getting a little old
for fresh air heating system hee hee
its when the charging of the interest gets into the criminal range
above 60% and when you get you Madoff types that corrupt and distort
the system that well you get the current situation.
50 billion $$$$$$$ vanished into thin air and banks and royalty and the stars

so we have to make do with the flaws of democracy and money and interest until
something better comes along like hmmmmm
well according to the new civ edict I have to propose a constructive alternative? and not just simple observation and critizism....
well I've been trying to get the "climate dollar" proposal off the ground but
haven't been to successful at it. Its a fascinating proposal Ive come up with
that creates a nice and neat interesection between the natural planetary cycle intertwined with 24 points on the anthropospheric cycle to create a symbiotic ecological economic framework that can help control the climate and perhaps population and such and is perhaps expandible to other characteristics of nature as well but it would require the adoption by at least the G 20 to be functional and I don't have much say in that. The Ingeniousness of it is its inherent simplicity. If you like an overview and have connections to the G 20 somehow let me know

Well its all money and the problem is money period despite the various systems
available some which are better than others true but all fundementaly flawed by nature because of their lack of connection to nature so I still advocate my climate dollar as a truly revolutionary step as it ties money back to nature
and the natural cycle something which all other current systems now lack. Sure the details of them are different regarding the acceptance or not of interest and loaning and what have but like I stated previous.... the missing piece is not that so much that stuff but having a way to tie the dollar and humans to nature which the climate dollar system does. I sense youre missing my point but not sure why.
Any of these other systems might work better than the "evil" one but theyre all "evil" unless they are subsets of the environment and not the other way around.

The climate dollar system replaces the US dollar as the benchmark and instead sets the $1.00 at a value of 380 ppm of CO2 gas current concentration in the atmosphere.
The current population of humans at about 6 billion people add 8 ppm CO2 to the atmosphere every year. This will bring the atomosphere CO2 gas level to approx 1180 CO2 ppm in the year 2108 which will give us and the planet temps equivalent to the Ecocene Era. My proposal suggests that as the CO2 ppm rises the value of the climate dollar goes down, so the projected 8 ppm rise in CO2 would result in a loss of 1 cent per year for the next 100 years resulting in $0.00 dollar climate value in the year 2108 if things do not change. The way to bring about change though is to float the current g 20 nations and 4 tribes currencies to the climate dollar so as a nation which has a lower CO2 emission relative to the climate dollar would equate to having a higher dollar value so for instance if Canada say was emmiting only 320 ppm CO2 per year then the canadian dollar relative to the climate dollar would have an incresed value of say i guess 60 /8 or $1.05 and nations thus would have an incentive to lower population and CO2 emmisions and hence the green house temp gas effect.

The beauty of this system is its inherent simplicity and understandablity.
The flaw with koyoto and the carbon credits trading system is basically no one can
really understand them because they rigged and jigged to work. this climate dollar
system works simply 'automatically" and naturally thus is.... well I think superior.

The way to measure the CO2 is satellite imagery and tools which now can
measure the CO2 emmissions down to the scale of about 100 sq miles.
there may have to be concessions made though even in this system for essential
services and such but it is still more doable than koyoto.

digest, there, swanny. Thanks for the links. But do you understand that America was not founded as a Democracy? A Constitutional Republic is not the same as Democracy, which exists in several forms such as direct, indirect, etc.

I would also suggest an in depth study of the Federal Reserve and it's tactics. Maybe a refresher course on Colonel Mandell House (Huis) and his influence in instantiating the present system of rip off economics under Woodrow Wilson.

In 1913 came the Coup but it had been planned for ever since 1871 when Washington D.C. was made the United States, a Corporation, in the Organic Act of 1871 which is an interesting study in hoodwinking.

I'll check out your link and would, of course, appreciate examining your concept of money and assuredly could quarterback it through to G20 officiators and others if it is worthy of perusal. I do also have connections with the BIS so lots of possibilities are extant.

Over the years many at NCN have introduced a variety of ideas where 'money' is concerned. Moneta, goddess of money, should also be studied and how the Romans did it. ;)

For the last 1000 years the global mean temp has been approx 15.06 Centergrade
and we are now at a global mean temp of 15.68 Cent so there is work to be done folks and I don't want to do all of it so.... the ball is rolling

Just after midnight, Aljazeera's Arabic channel was reporting on events in Gaza. Suddenly the camera was pointing upwards towards the dark sky. The screen was pitch black. Nothing could be seen, but there was a sound to be heard: the noise of airplanes, a frightening, a terrifying droning.

It was impossible not to think about the tens of thousands of Gazan children who were hearing that sound at that moment, cringing with fright, paralyzed by fear, waiting for the bombs to fall.

"Israel must defend itself against the rockets that are terrorizing our Southern towns," the Israeli spokesmen explained. "Palestinians must respond to the killing of their fighters inside the Gaza Strip," the Hamas spokesmen declared.

As a matter of fact, the cease-fire did not collapse, because there was no real cease-fire to start with. The main requirement for any cease-fire in the Gaza Strip must be the opening of the border crossings. There can be no life in Gaza without a steady flow of supplies. But the crossings were not opened, except for a few hours now and again. The blockade on land, on sea and in the air against a million and a half human beings is an act of war, as much as any dropping of bombs or launching of rockets. It paralyzes life in the Gaza Strip: eliminating most sources of employment, pushing hundreds of thousands to the brink of starvation, stopping most hospitals from functioning, disrupting the supply of electricity and water.

Those who decided to close the crossings ­ under whatever pretext ­ knew that there is no real cease-fire under these conditions.
