So the army should evacuate people to higher ground, that ground is going to be wet for a while, they should scout out some high ground and set up tents on the hills. The disease and mosquitoes with malaria will inhabit the low valleys,
this sound like a Katrina scenario, then move helicopters into the high ground camps with supplies. They going to need clean water pronto so lets get the DART fired up and over there. They're going to have to do something to get rid of the sewage as well. Probably holes in the ground downhill rather than the river. Winters coming folks they need some shelter insulated tents. it gets cold in places there. The crops toast so they need some milk products powered milk or canned milk to the most needy. to avoid starvation.
They should set up flood headquarters sites in each province effected

reCBC: Pakistan struggles to deliver flood aid

Well its going to be kind of hard to coordinate and mount a relief effort for 20 million if people refuse to leave their flooded homes and be lifted off their roofs to some kind of "community center" and they're going to have to eventually because the infrastructure and crops have been wiped out and they're going to have to live in some kind of community "warming center" when winter rolls in.
Don't know what they did but the sure received the front line of the wrath of the Mother for humankind's sins against the Earth and this will be the norm for the next 10 years or so till we mount some kind of compromise to the regular way of raping and pillaging the earth.

Suppose we should be thankful it isn't us but I suppose the Earth will give us our just deserts and due eventually.

So lets help them but they have got to meet the situation half way at least.
