Vatutinki 55°29'42"N 37°19'43"E The GRU Space Intelligence Directorate manages the Russian space reconnaissance program in coordination with the Fleet Intelligence Direction of the Fifth Directorate. The Fleet Intelligence Direction is responsible for space systems that provide intelligence supporting naval forces. The Space Intelligence Directorate is responsible for the development, manufacture, launch, and operation of Russian space-based reconnaissance systems. The directorate is located at Vatutinki, 50 kilometers southwest of Moscow. It operates its own cosmodromes, several research institutes, supporting mission ground centers, and a centralized computer processing facility.

The Troitsk town was founded in the 1950s as an Academic City, consisting of a number of scientific-research institutes dealing primarily with basic research in physics. [The "other" Troitsk is the smallest of a series of industrial cities on the east side of the Ural Mountains, the others being the better known Magnitogorsk and Chelyabinsk.]



The Aquarium GRU Headquarters The headquarters of the GRU is located near Moscow at the Khodinka [Khodynka - not to be confused with Kubinka] Airfield (the old Moscow Central Airport - take the purple metro line to station Polezhaevskaya).

The coronation of the last Czar, Nicholas II ended in a terrible tragedy on Khodinka Field, when crowd control broke down and over 1,000 people were trampled to death. And it was at Khodinka in 1910 that B. Rossinsky became the first Russian to fly an airplane.

The airfield itself is surrounded on three sides by a variety of restricted-access facilities, including the main headquarters of Aeroflot, design bureaus for Ilyushin, Mikoyan Gurevich (MiG), Sukhoi and Yakovlev, the Aircraft Production Organization No. 30 (MAPO) known also as the GAZ-30 plant, the National Aviation and Space Museum [aka the National Aeronautics Museum or the Museum of the Air Forces], one rocket enterprise, the military aviation academy and the Moscow Aviation Institute. The Institute for Cosmic Biology is located on the fourth side of Khodinka.

The GRU headquarters itself, nicknamed "The Aquarium," may be accessed either through an entrance located on the Khodinka airfield, or through a narrow lane through a ten-meter high wall behind the Institute for Cosmic Biology. The main GRU office is a glass-encased but visibly rundown nine-story tower surrounded on at least three sides by a two-story structure. An adjacent 15-story structure outside this secure area is also a GRU facility, including both offices and residential accomodations for current and former GRU staff and their families.

In 1973 the US agreed to allow the Soviet Union construct new embassy facilities on a tract of land on Mt. Alto in the District of Columbia. Mount Alto, at an altitude of 350 feet, is is the third highest point in the District, enjoying a direct visual line to the Capitol, the White House, the Pentagon, and the State Department. The Soviets originally wanted to locate a new embassy in Chevy Chase, MD, but the US Government objected. They then chose a site in midtown Washington, and again the US objected. The US subsequently identified the the Mt. Alto site and persuaded the Soviets to accept it.

The location of the new Soviet embassy was offered to the Soviets at a time when electronic surveillance techniques and the potential for their further development were not fully understood in the West. The Soviet acquisition of Mt. Alto embassy site was not the result of a Soviet conspiracy, but rather it was the consequence of a bad judgment on the part of the United States.

Soon after construction started, concerns were expressed that if the Soviets occupied the new Embassy site, their electronic equipment would be capable of intercepting all communications dealing with national security flowing in and out of Washington, unless encrypted, as well as ordinary business and personal conversations. Soviet The embassy could have been used as a platform to conduct highly sophisticated electronic surveillance of the US government, to facilitate Soviet espionage, and the purchase and theft of US high technology.

Subsequently it was decided to prevent the Soviet Union from occupying new embassy buildings on Mount Alto until the US had acquired a new embassy location in Moscow of substantially equal character. The issue of embassy locations is very complicated, and became even more convoluted after the US discovered Soviet bugging devices in the structure of the new American embassy. The National Security Agency (NSA) and the Central Intelligence Agency (CIA) both objected to allowing the Soviet Union [and Russia] to use the embassy at Mt. Alto.

ADVERSARY FOREIGN INTELLIGENCE OPERATIONS

Introduction

This section focuses on the intelligence collection activities of five nations that traditionally have been considered hostile to our national interests and have used their intelligence services to harm the interests of the United States. The nations considered in this section are: Russia, the Peoples' Republic of China (PRC), Cuba, North Korea, and Romania. Despite the substantial political changes that have taken place in the world, these nations continue to expend significant resources to conduct intelligence operations against the United States. In the past, these efforts were centered on producing intelligence concerning U.S. military capabilities, other national security activities, and military research and development activities. The nations discussed in this section continue to collect this type of information, however, they have expanded their collection efforts to place additional emphasis on collecting scientific, technical, economic, and proprietary information. These collection efforts are designed to promote the national welfare of these nations and provide technologies required for the acquisition and maintenance of advanced military systems. In general, the national intelligence collection efforts of these nations have diminished little since the end of the Cold War.[1]
