On that day, bells would peal all over the kingdom, announcing that it was time to visit the tavern. That is how it got to be known as Peal Year. The last ape to the tavern would have to pay for all of the Ape's ale at the next Peal Year, and this ape became known as the Ale Payer. If the Ape had a good excuse for being the last to the Tavern, he was allowed to appeal his appointment as Ale Payer, with the deadline for the appeal being February 28th of the following year.
